Tom is an engagement identity assumed by Victor. In this persona, Tom serves as a Homeland Security agent with the NSA. In a nod to a later Season 1 plot twist, as a member of the NSA, Tom outranks Laurence Dominic who is outwardly still Head of Security for the LA Dollhouse.
Tom displays the common personality of an efficient agent. During the engagement, Tom is exposed to the very nerve agent his team was sent to isolate. As a result, Victor experiences a flashback to his days as Anthony Ceccoli, an army officer. The flashback is brief but horrific - Anthony attempts to save an unknown woman who is quickly killed by an explosion.
The Tom persona is wiped after the incident.
